Carlos A. Moreno is a candidate for Salt Lake County Council in District 2 where he seeks to represent the communities of Copperton, Herriman, Kearns, Magna, South Jordan, West Jordan and West Valley City. He is the official candidate of the Republican Party and is endorsed by the Independent American Party.
Carlos is a proud American, and as a member of the Salt Lake County Council, he will fight for the West Side. Originally an immigrant and political asylee from Venezuela, he earned U.S. citizenship in October 2022. In America, he and his wife have discovered miracles of America like “life, liberty, and the pursuit of happiness.”
Carlos works as a community outreach representative for a national energy management consulting company in the western United States. Additionally, he and his wife own a small business in West Jordan. Carlos’s advocacy and service to the community have earned him recognition and love, especially on the West Side of Salt Lake County in the state of Utah. He is the father of three boys: Carlos Isaias, Carlos Rodrigo, and Carlos Luciano. As a survivor of socialism, Carlos is a conservative by conviction. The West Side is his priority, and he believes in reigning in taxes and spending, making county government more efficient, supporting law enforcement, promoting civic education and engagement, and creating opportunities for youth.
Carlos was born in Maracaibo, Venezuela. He became a proud U.S. citizen in October 2022. Utah leaders organized a special ceremony at the Utah State Capitol to celebrate his citizenship. Carlos was a political asylum seeker a few years ago after the Venezuelan regime charged him with “Treason and Conspiracy” due to his activism against human rights violations in Venezuela. He visited the United States Congress, the United States Senate, and other international organizations to share the story of millions of Venezuelans in Venezuela who were being oppressed under the socialist regime.
Carlos was an attorney in Venezuela and graduated from the Law School at Rafael Urdaneta University. He has a specialization in Venezuelan Labor Law from the University of Zulia. Carlos holds two associate degrees from Salt Lake Community College: 1. Homeland Security and Emergency Management and 2. Political Science and Government.
Carlos became the first Latino and immigrant Student Body President at Salt Lake Community College, representing more than 65,000 students in this higher education institution. Carlos served two terms as Student Body President and also as the Legislative Vice President of the Utah Student Association (USA), representing all 300,000 higher education students to the Commissioner of Higher Education and the Utah State Legislature.
When Carlos was an international student in the United States, he organized a worldwide organization called Venezuelan Students Abroad with more than 30,000 Venezuelan students abroad, aiming to educate and denounce to the international community how the socialist regime of Venezuela destroyed the richest country in Latin America.
In 2016, after the United States government granted him asylum, his wife advised him to become involved in politics in America. She said, “It’s time to rebuild our lives but also to be involved in protecting this country from the dangers of socialism, communism, and all crazy ideologies that want to destroy our new home.”

Carlos works in the energy management industry as a Community Outreach Representative in a highly prestigious consulting company. He is responsible for assisting the community, Chamber of Commerce, and government in the western United States in understanding the importance of energy management.
Carlos and his wife own an insurance broker agency in West Jordan, Utah. His wife, Norbelys, is the CEO of this insurance agency, where they have had the opportunity to experience all the benefits and challenges of being business owners.
Family is everything for Carlos! He and his wife Norbelys are raising their 3 boys: Carlos Isaias, Carlos Rodrigo, and Carlos Luciano. They proudly call the West Side of Salt Lake County their home.
